McCrory takes from other pots to build NC reserves

RALEIGH, N.C. -

Gov. Pat McCrory's first budget proposal seeks to set aside nearly $1 billion over the next two years to help North Carolina prepare for the unexpected and improve neglected state buildings and computer systems.
    
McCrory's spending plan benefits from improving tax collections to reach the total. But he also did some fiscal maneuvering to help free up more funds.
    
His proposal would intercept more than $275 million from dedicated pots of money and put it in the state's coffers. A lot of the money comes from North Carolina's share of national tobacco settlement funds. Legislators have tapped into these funds before, but McCrory goes another step by intercepting all the money heading to several trust funds.
    
The plan also reduces by $69 million funds for several non-state economic development agencies.
